I. MASSES AND PRAYERS FOR VARIOUS NEEDS AND OCCASIONS

370. In all the Masses for Various Needs and Occasions, unless expressly indicated
otherwise, it is permissible to use the weekday readings and also the chants between them,
if they are suited to the celebration.

371. Among Masses of this kind are included Ritual Masses, Masses for Various Needs
and Occasions and Votive Masses.

373. Masses for Various Needs and Occasions are used in certain situations either
as occasion arises or at fixed times. It is from these that Masses may be chosen by the
competent authority for special days of prayer in the course of the year that are established
by the Conference of Bishops.

374. If any case of a graver need or of pastoral advantage should arise, at the direction
of the Diocesan Bishop or with his permission, an appropriate Mass may be celebrated
on any day except Solemnities, the Sundays of Advent, Lent, and Easter, days within the
Octave of Easter, the Commemoration of All the Faithful Departed (All Souls’ Day), Ash
Wednesday and the days of Holy Week.

3. For the Election of the Pope or Bishops (MR. n4)
Mass of the Holy Spirit.

I would say that if one follows the Graduale Romanum's lead, the Mass readings would /could be taken from The Mass of Pentecost. I could be wrong: The RUBRICS clearly state that the Ordinary must either the direction of this mass or must grant permission.  IF Your Bishop has NOT directed to celebrate this Mass make sure the Priest has ASKED for permission.  The Bishop can also direct the Readings in particular and the Votive Mass in General.


From the Graduale Romanum
Missae Votivae 7: De Spiritu Sancto
Tempore Quadragesimae

Introit: Ezech. 36: 23-26; Ps. 33(34)
Dum sanctificatus fuero in vobis, congregabo vos de universis terris: t effundam super vos aquam mundam, et mundabimini abomnibus iniquinamentis vestris: et dabo vobis spiritum novum Ps. Benedicam Dominus in omni tempore: semper laus eius in ore meo.
After the First Reading and Before the Gospel (ON Weekdays, there is usually only one Scripture Reading before the Gospel, therefore either the Gradual or the Tract is sung.

Graduale: Ps. 32(33):12 V. 6
Beata gens, suius est Dominus Deus eorum: populus, quem elegit Dominus in hereditatem sibi. V. Verbo Domini caeli firmatisunt: et spiritu oris eius omnis virtus eorum
Tractus: Ps. 103(104): 30 Wisdom 12:1
Emitte Spiritus tuum, et creabuntur: et renovabis faciem terrae V. O quam bonus et suavis est, Domine, Spiritus tuus in nobis! V. Veni Sancte PSiritus, reple tuorum corda fidelium: et tui amoris in eis ignem accende.
Omit the Alleluia if during Lent
Offertorio: Ps. 118(119): 18, 26 &; 73
Levabo oculis meos, et considerabo mirabilia tua, Domne, ut doceas me iustitiam tuam: da mihi intellectum, ut discam mandata tua.

Communion: Ps. 33(34): 9
Gustate et videte, quoniam suavis est Dominus: beatus viir, qui sperat in eo.
verses from Psalm 33(34), except verse 9 may be sung between repetitions of the antiphon
 FROM THE GRADUALE SIMPLEX
There is no mass specifically listed for the Election of the Pope, if we take our cue from the Graduale Romanum, The Simplex does have a Votive Mass of the Holy Spirit.  Below will be the Mass in Any Necessity. Please note the RUBRICS and get the Bishops direction

Spiritus Domini replevit orbem terrarum.
verses from Ps. 103(104) may be sung between repetitions of the antiphon

Omit the Alleluia during Lent
